Compared to other parts of the country, the Somali regional state had a very high adult literacy rate, with 65.1 percent of males and 77.5 percent of females, respectively. This indicates that, on average, 71.3 percent of people living in the Somali regional state are illiterate. As a result, they cannot even understand a short, simple statement about their everyday life in the current modern, digital world. Being the regional responsible institution to reduce the literacy rate, the regional education bureau developed an adult education framework at the school level for the first time in the history of the region. The bureau forum members have fully approved the framework, which will be implemented in all regional schools in this academic year (2024/25).
